In an adventure module I’m reading there are rules for scaling encounters according to the number of PC and/or sidekicks. But I’m not sure how to interpret it.
Take this, for instance: “There are three human scouts and one veteran for every member of the party, including sidekicks.” Assuming there are 3 PCs does it mean they encounter 9 scouts and 3 veterans or rather 3 scouts and 3 veterans?
I’m not sure how to interpret the “and” part of the sentence.
The ecnounter is balanced for lvl 9 PCs and the adventure is called Sleeping Dragon's Wake. But this kind of upscaling is also found in other adventure modules like TLMoP or Dragon of Icespire Peak, for instance. I just don't know if it is supposed to be (MonsterA + MonsterB) x NumberOfPCs or MonsterA + MonsterB x NumberOfPCs.

I just thought I should mention this ... although Dragon of Icespire Peak is AL legal, the bonus adventures that came with it on D&D Beyond in the essentials bundle are not approved for AL play as far as I know. Folks have been asking for years now but they haven't been approved. This includes Storm Lords Wrath, Sleeping Dragons Wake, and Divine Contention.

What is the APL of the adventure? Because it can go either way. What is the name and number of the adventure?
9 scouts and 3 vets is a deadly encounter for 3 5th level
3 scouts and 3 vets is a deadly encounter for 3 3rd level pcs

At level go with 9 and 3. But you are correct about the bad writing on how to adjust the encounter in some adventure modules.
