If you see the wording of such abilities, it's "deals X damage. The target's hit point maximum is reduced by an amount equal to the damage taken."
You do those in order, so the result is as Metamongoose mentioned.
The curious bit about such interactions comes with temporary hit points. Those get removed first by damage, but your maximum hit points are reduced regardless, and since you can't have hit points above your maximum, you lose the excess as well.
For example, if you have 50 hit points (current and maximum) and 10 temporary hit points, and a vampire bites you for 7, you end up with 43/43 hit points and 3 remaining temporary hit points.
Such attacks not only ignore the buffer of temporary hit points, but strip it off too. >.<
I have another question on this topic. The vampire bite is 1d6 piercing damage plus the 2-3d6 damage depending if it is a vampire or spawn. My question is whether the HP reduction takes place first and then the piercing damage or if the piercing damage then the HP reduction from necrotic damage? OR is it DM discretion?
Welcome to the forums. This is a very old thread. Probably best to make a new one for questions such as these. But since I'm replying, I may as well provide some content. I would apply the damage in the order it is presented. But it really doesn't matter which comes first because you end up in the same place either way. 5 piercing damage and 10 necrotic on a character with 50 hit points would leave them at 35 hit points with a max hp of 40.
If piercing is applied first, they go from 50 to 45, then if the necrotic is applied, then they go to 40 since the necrotic damage only lowers their max HP. So it does matter which is applied first.

The bite does 7 necrotic damage and lowers the Max HP by 7.....so if you have 50hp to start your new total after the damage would be 43/43.
