So, I have a Paladin/Warlock (hexblade) I have two rapiers. One is a +1 and the other a +2.
But on when set as both Hex Weapon & Pact Weapon both swords are displayed as having +9 to hit and do 1d8+8 piercing damage. Is that correct? What rules are stopping the +2 weapon from giving me further bonuses?
I have dueling fighting style - +2 to damage rolls
Improved Pact weapon (should do nothing as the two swords are magic)
DDB doesn't force you to have Hex/Pact Weapon on only one weapon at a time since you can alter the form of your weapon, and that way you can have more than one "form" as reference.

The issue is with the "+2" rapier (Bloodline Blade). It's a homebrew weapon and doesn't appear to be set up correctly. Adding a regular, official +2 rapier to your sheet, everything displays correctly
Without hex or pact weapon flags set:
See how the Bloodline Blade, +2 doesn't have the same modifier as the Rapier, +2?
With hex weapon flag set, everything does up accordingly
With pact weapon flag set, only the bloodline blade goes up by one
This is correct because improved pact weapon says:
Your pact weapon can be your spellcasting focus, gains a +1 bonus to its attack and damage rolls (unless it already has a magic bonus), and can be a shortbow, longbow, light crossbow, or heavy crossbow.
Because the item is not set up correctly and doesn't have a magic bonus, it's getting the +1 from Improved Pact Weapon.
To fix this, you will need to get the creator of Bloodline Blade, +2 to actually add the +2 modifier to it
