It's the year 2170, and society is more unequal than ever. Though there has been a great many advances in technology, these have been used mainly to benefit the ruling elite class and, through mass access to Paradise, the official virtual world, pacify the rest of the population into forgetting their grim realities. The natural environment outside of the city has been reduced to little more than a wasteland, and criticism of the authoritarian Governor and his policies is effectively forbidden. Also technically illegal is 'hedonism'- which includes many forms of real-life entertainment, such as bars, nightclubs, and concerts, in order to push people into reliance on Paradise, where every move and post is watched. But in reality, there are always those willing to look the other way for a couple of credits, and therefore, real-world happiness is widely available for the wealthy.
Unsurprisingly, not everyone is compliant with the status quo. Various underworld factions include the Grin Reapers, a ruthless syndicate with a stranglehold over the 'hedonism' industry, and the Deadmen, a rebel group (or terror cell, depending on your viewpoint), who resent the elites for their apathy and ostentatious displays of wealth, and have been involved in several high-profile and gruesome killings of such people. They tend to take the slogan 'Eat the Rich' all too literally...
You start in a back street in Blackrain City. Nearby is a Paradise Cafe, where those who cannot afford their own headsets can rent one by the hour.
