for some reason the ability of Boatswain's to make things from rope just feels like an artificer. Is there a subclass that fits with this nautical theme?

Hmm... none of the existing artificer subclasses are ideal. Alchemist and Armorer seem like they'd be tough to reflavor. Artillerist might work in a general nautical way, with a little ship's cannon following you around, but again the rope part would be somewhat extraneous
By default, Battle Smith seems like your best bet, giving you a companion made partly of rope to help with repairs and your duties around the ship
