a first level artificer would be able to make the bush produce an effect from the artificer infusion table, with a bit of homebrew or player/dm cooperation the artificer could modify the bush to the point that its no longer a bush, such as turning it into a tank through a series of survival and intelligence checks, however most likely the bush would be turned into some kind of glorified cover for an eldritch cannon force ballista or eldritch cannon protector or similar constructs
Well the equipment list is just a list of commonly available items, there is no reason an armorer can't make custom shrub plate mail. This can then be infused with Arcane Propulsion Armor giving it gauntlets(somehow) that it can attack with and +5 feet walking speed. I don't imagine a shrub can wear boots or a helm but it can definitely be shaped to wear a cloak and rings so throw in cloak of the bat and ring of the ram for flying speed and some extra blasting power. It can also hold a spell storing item that can be loaded with an offensive or defensive spell of choice provided the artificer will be back to reload the item regularly. Finish it up with a bag of holding full of caltrops.

If they hate other shrubs you could either make them a battlesmith using Hew or an artillerist focused on big fire spells.
