Magic item adept halves the cost of crafting any common or uncommon Magic item, and using the rules for scroll crafting in xanatars guide to everything you need Only pay a certain amount of gold and supply any material components needed for the spell to be cast, and depending on how you look at things this could indeed mean that the cost for any material components you needed to buy in order to craft the scroll is also halved, on top of the base gold cost, meaning you could potentially save money by crafting an spell into a scroll and then casting it instead of buying components for the spell itself if you ether had an spell of 1st, 2nd or 3rd level whose material component is costly enough to justify this (i checked and there does not seem to be any, other than ceremony as a scroll being cost neutral) or if you multiclass into an order of scribes wizard (but by that point you are an 16th level character who Only knows 3rd level spells and is greedy enough to craft scrolls to save money on components when you should be very rich by that point, also its not playtested, official material yet)
