Officially, there is very little support for Spelljammer. In homebrew, I think that an artificer should probably be able to create a helm, because how else would they get made.

If they know how spelljammer Helms are made probably, but there is no class feature for it and the concept of the spelljammer kinda predates the artificer but shurely an highly competent magically infused inventor should be able to come up with something to allow them to traverse the phlogiston right? Might be something Only a tier 3 or 4 character Can achive

i am soup, with too many ideas (all of them very spicy) who has made sufficient homebrew material and character to last an thousand human lifetimes
Most of my knowledge of spelljammer came from theythe heyday of the setting back in second edition, but I am pretty sure that the arcane/ mercane have a death grip on the industry for them, being the only ones who know how to make them. of course, certain races use different systems to get aroundtaround that monopoly like the dwarves and illithids and grell.
If you could somehow pry the knowledge of it from them, then yes you could probably make one. But if I remember correctly they are incredibly powerful objects so you wouldn't be able to kludge one together with your temporary class features, you would have to invest the time and energy and money into developing it like a regular magic item.
Considering the fact its a magical artefact, I'd probably say Yes but it would take a lot of resources and time.
If one of my characters were creating one, I'd require the following:
Fifth Level Spells - Spelljammer Helms are legendary items in most games. As such, the artificer who make's them should be equally skilled (which is demonstrated though spell slots).
Legendary Hunt - When creating magical items, Xanathar's guide recommends gathering component's from an appropriate monster. I generally weave this in when I can.
Proficiency with Appropriate skill(Arcana?) - It's been a while still I've looked up what composes a Helm, but make sure the character as the proper proficiency to create the item. You get Tool Expertise at 6th level so that's covered, but the appropriate skill proficiency would be good too. Arcana, perhap?
Manual(Optional) - If the character lives in a Spelljammer world, they'll probably want one of these to speed up the process. In my games, if a character doesn't have a manual or is the first person to create it, I have them roll a 1d4 which acts as a time multiplier.
If a character had all that and a large amount of time and money, I'd say go nuts.
