I don't currently have access to Eberron, but I think they removed most of the armor based infusions. Did this happen just to prevent the armorer from being too powerful at ninth level?
They did not. Enhanced Defense, Repulsion Shield, and Resistant Armor are in both books. Tasha's adds Arcane Propulsion Armor, Armor of Magical Strength, and Helm of Awareness. Unearthed Arcana had Armor of Tools that did not make it into Tasha's Cauldron.
Tasha's Cauldron replaced many of the 'implant' style infusion options with "better" equivalents. The Ventilating Lungs were replaced by the Necklace of Adaptation, and the Arcane Propulsion Arm was replaced with the Arcane Propulsion Armor (Tooltips broken for this piece. Because of course they are). Magic items which modify or alter the attuned user's body were culled from the list, with the exception of common items like the Armblade, Wand Sheath, or Prosthetic Limb that fall under the category "all common magical items" given in Tasha's. Elsewise, artificers are no longer allowed to magitech cyborg themselves.
This is not an improvement and I am deeply irritated by it. Magitech cybrogs are awesome and I very much dislike them being taken away from us, especially as DDB has yet to find a way to allow for homebrew infusions. Much like warlocks, we're left with jank-ass workarounds that only halfway function on the Honor System, which means artificers whose high-level plans included magitech cyborg components get to flap in the breeze even though the Eberron book CLEARLY STATES THESE ARE INFUSABLE ITEMS.

I have a weird sense of humor.
I also make maps.(That's a link)

I just looked in Eberron and saw that there were less armor infusions than I though there.
