These are basic questions, but there has been a bit of conflict in my game as to when/how an artificer can create and remove infusions. Thank you for your assistance!
Question 1: Can you infuse an object mid-day? In other words, if you have not infused any objects after your last long rest, say 4 hours ago, can you infuse an object between long rests? (Rule quotes below)
Whenever you finish a long rest, you can touch a nonmagical object and imbue it with one of your artificer infusions, turning it into a magic item.
You can infuse more than one nonmagical object at the end of a long rest;
Question 2: Assume you have your max number of infused items. Can you voluntarily remove the infusion from an item in order to add an infusion to another item? What if the first infused item is not the "oldest" infusion? (Rule quotes below)
Your infusion remains in an item indefinitely, but when you die, the infusion vanishes after a number of days equal to your Intelligence modifier (minimum of 1 day). The infusion also vanishes if you replace your knowledge of the infusion.
You can infuse more than one nonmagical object at the end of a long rest; the maximum number of objects appears in the Infused Items column of the Artificer table. You must touch each of the objects, and each of your infusions can be in only one object at a time. Moreover, no object can bear more than one of your infusions at a time. If you try to exceed your maximum number of infusions, the oldest infusion ends, and then the new infusion applies.
1.) "Whenever you finish a long rest" is taken to mean "At the time when you complete your long rest". Not "once per day, whenever you find it useful, after completing a long rest." Preparing spells and jiggering attunements happens directly after the end of the rest, not during midday work.
2.) Technically, by strict RAW, no. An infusion is only ended if it's replaced by a newer infusion; the artificer has no means of ending the infusion otherwise as the feature is written. I've never seen or heard of a DM that enforces this rule, however.
