I would imagine a shirt for a winged character would be made like a tabard so it has a neck opening and it is placed over your shoulders over your head. Then the "back flap" would come around to your front on either side of you and tie or lace across your abdomen. The front flap could hang loose, it could be tucked into the back flaps, or it could be secured by string ties or buckles. If it hangs loose, it could also be 'secured' by a typical broad leather belt that wraps around the waist. If the garment is even longer (nearly floor length), it would look similar to a great coat without sleeves.
Wearing a 'shirt' like this would give ample coverage to your torso while also providing flexibility to your wings.
You might have to wear sleeves that cover your arms and tie across your chest and upper back, as adding sleeves to this sort of 'hanging garment' would make it tough to manage. You might also have to wear an 'under shirt' with very large arm openings for the wings that might resemble something today called a 'wife-beater T-shirt', which is a very unfortunate name for anything.
Besides shirts, how would armor work? That sounds pretty awkward when you think about it.
I don't know if you have a specific setting in mind for clothing, but shirts with halternecks work really well and is my go-to (plus you could modify any shirt to have a halterneck).
One thing I've seen others do is just have normal attire with slits for the wings, that may also open with buttons or zippers.
I think, generally, any avian races with established cultures have developed custom attire to fit around their wings, so there's a fair amount of creative liberty you can take.
