Im a level 5 berserker barbarian and i’ve got an offer from a dragon to trade for an axe that crits on 18 and 19 and quadruples damage on 20 but I have to give up my belt of hill giant strength which brings my strength to 21
OK then. The berserker axe is reasonable without the curse, but it's essentially just a +1 greataxe with a bonus to HP. Going from 21 to 17 is rather painful, but crit on 18 and quadruple on 20 is just damn amazing. You can always increase your str other ways. Get some gauntlets of ogre power asap. Honestly, 21 str at level 5 is kind of broken anyway.

I wouldn't hesitate to take the axe and then bump my STR when I hit level 8.

I would do the trade because the Berserker Axe gives you disadvantage on all attacks with any other weapon used other than the axe. This is just my personal opinion on it.
New axe is MUCH better and a significant upgrade, honestly. The extra damage you will get will FAR outweigh the benefits you are currently seeing and, as has been stated, ASI's are around the corner to bring Str back up. At level 5, 17 Str is fine, at 8 you can get to 18 or 19, depending on preference (half-feat to get +1 Str plus something else) and at 12 you could "max" it if you wanted to 20.

Make the trade, take a half feet like Slasher that gets your strength to 18 so you are a plus 4 vs plus 5 strength and slasher has great synergy with critting more often. You can always take a plus 2 to strength later to get back to the plus 5.

I would do the trade, you might loose a bit of accuracy but get rid of a terrible curse. The improved crit score and damage is also very neat to have!
I would trade. That greataxe is definitely better than a berserker axe. What's your str without the belt?
