I agree with most of the placements but I’d place college of eloquence much higher. Valor is super good, but silver tongue for me personally is easily one of the best features in the game.

I agree and also feel unsettling words can be a beast. So many bard spells require a wisdom save so using unsettling words as a bonus action and giving them a 1d6(or higher after 5th level) to save against the spell you cast with your action can have amazing result. Whether you are chaming, commanding, suggesting, causing fear and or damage etc... you can totally change an encounter early and often.
The hard thing about tier list is it can change drastically depending on level. College of Creation is a great example of that. An ability that can create consumable spell reagents is ok, then you hit level 14 and it's OP. Huge item, no price limit, takes away any monetary concern for high level spell reagents. 25k for true resurrection, here you go. Need another one, spend level 2 slot, here you go.
I also wouldn't separate Swords and Valor by as much. Lore and Eloquence are the top two in my book, although I don't blame anyone for placing either one above the other. Swords and Valor also place closely to each other - which one is superior might depend on how many characters are in the party. Personally I'd favor Swords in a smaller group, and Valor in a larger one.
I also follow the rule that earlier abilities are worth more than later ones. Many campaigns don't make it to level 14, and those that do often end shortly after. A solid level 3 or level 6 ability is superior to an incredible level 14 ability for that reason.
TL;DR Drop Valor below Lore and Eloquence, Raise Creation above Swords and Glamour. I don't know about spirits.
I'm confident most people would not place Valor in #1, it most likely lands somewhere in the middle of the list.
Lore is solid, can't complain when I see it as top 2. I did notice you mentioned they get magical secrets at level 4. This feature is unlocked at level 6.
Eloquence is also excellent. Perhaps this and Lore bard can sit in the top 2 and you move valor down the list.
Valor and Creation would probably occupy 3-4.
Glamour and Swords behind that. (So just moving creation above them).

I'm not familiar with college of spirits so I guess you'd have to decide where in the list you'd like to slot it.

I like the College of Lore bard best because for me Lore is a defining characteristic of a bard.
The College of Swords / Valor sound like strong choices if you want to be less support and more in the spotlight when it comes to combat.
The College of Whispers also sounds like something a bard may choose and they're likely very effective beyond the Rogue Class at subterfuge.
I don't know that much about the non-PHB classes though, so my opinion has little experience behind it.
