So I’m going to be playing a Tiefling lore bard, he might only have 14 dexterity, but he is a meele bard. So I want to keep the race and subclass. What spell list should I get for magical secrets? What spells?
Take the Moderately Armored feat (or one level in Hexblade) so you can take medium armor and shield. That'll get you 19AC with Half-Plate and Shield. Hexblade will also give you Eldritch Blast and the Shield spell. Warlock can also take Booming Blade as a cantrip.
Counterspell and Fireball/Lightning Bolt at level 6.
Destructive Wave and Fly/Find Greater Steed at level 10.
Counterspell is the best option for a lore bard at 6th level. Even worth taking at 10th. You will end up using it throughout the game.
Another good idea is to take particular look at single class spells of the half/third casters and the Gravity/Time spells from Wildemount. Consider the following spells:
Unless the DM disallows it, Counterspell is one of the two spells to take at level 6 (or 10 if you're not a Lore Bard).
The other spell is up to you. I took Thunderstep because of my party and the dynamics of how our Rogue ran into the think of things and got himself over his head often.
Concerning armor, I would beg borrow or steal to get an Elven Chain Shirt rather than take Moderately Armored Feat. An Elven Chain Shirt does not require you to be proficient with medium armors to wear with proficiency.

Booming blade and shield. Pick up dissonant whispers as a normal spell. Grab war caster and moderately armored feats.
To might pick up shillelagh at 10th level too.

4th: Find Greater Steed
5th: Gravity Sinkhole, Circle of Power,
