Are they incredibly powerful for starting out as merely Uncommon item? I would make the least of them as Rare - each of them can cast Fly and invisibility 1/day, better than a lot of wands.
You don't have to be proficient in the instrument to attune it, you just have to be a bard. I do think they're overpowered, but I wasn't going to complain because I use one in game.
