How to import a character from a PDF?

I run a westmarch campaign and recently one of the players had their account compromised and their characters deleted by their ex. Luckily we require everyone to submit the pdf export of their character sheet, and I was able to recover that for them. Is it possible to take that PDF and import it as a new character or is the only way gonna be for them to remake it from scratch and painstakingly copy all the data?

The only way is to make it from scratch.
