So I have 2 campaigns, and in both I've allowed sharing of content, but in one of them, only a small fraction of my purchased content is on the list to be shared, the rest just doesn't appear on the list. The other campaign has all of it, and I can select whether to share or block.
Thank you for the checklist. I have tried them all and still have the same problem.
Specifically, I have these purchases:

And nothing from Xanathar's appears on either my second campaign, or the test one that I created for this purpose. And just recreated after the sign-out-and-in just to be sure.
