There is no way to set defaults. Your best work around is to just create a character, set all content toggles to on (I also personally set all race and class options to on and set all prerequisites to off), leave everything else blank (so no race nor class selection), and then just copy the character template whenever you make a new character.
I added the Boots of the Vigilant (https://www.dndbeyond.com/magic-items/113370-boots-of-the-vigilant) to my collection but I can't add it to a character in "My Characters". I can add it to a character in one of my campaigns though. Any ideas?
Make sure the homebrew toggle is on in the <HOME> tab in the character builder.
