I noticed today that the interface to add spells to a Feat is missing several options that are available when adding spells to a Subclass:
Consumes Spell Slot
Counts as Known Spell
Always Prepared
Available at Character Level
Minimum Spell Charges Expended
Maximum Spell Charges Expended
Save DC
Restriction
For the Feat I am working on, I want to have several spells become available as the character grows in level (at level 5, at level 8, etc.); however without the "Available at..." option, they are showing on the player's spell tab at all times. Is this a simple oversight? Or an intended restriction to Feats?
While I have not ventured into creating magical items much; based upon reading previous threads looking for a solution; there may be a similar issue in that arena.

Oh, well that's because: No, yes, 1, 0, 0, the selected spellcasting ability, none.
Official feats are designed to be the full class agnostic features for the level they are taken.
If you want an ability that grows overtime, that either needs to be a racial trait, subclass, or you will have to swap out the item/feat as they get stronger or create multiple to be gained incrementally.
Our homebrew tools are the tools the DDB team needs when recreating official content for the website. There isn't an official feat that makes use of those features (to my understanding), so they're not included in the feat tools like they are for subclass tools.
A homebrew rework is coming and when it does we should have much better homebrew options. Others will likely be able to point you to any info on the homebrew update, but I don't have it on hand like some of the others do. I wouldn't hold your breath for it though, it is likely still a ways away. Regardless of what some people think, it's not an easy task, and things could have changed with moving pieces between Fandom and WotC.
