Mizzium Armor and Serpent Scale Armor are not a listed option to use existing template in homebrew. Serpent Scale Armor is also still tagged with Stealth Disadvantage when looking it up in the magic items list.

They are listed as existing templates for me. Make sure you have actually bought the item or the whole book, and not just the compendium content. You can click the link in my signature to check whether you own the license to the items/books or not, and while you are on that page, sync your entitlements too.
I don't own the book but I bought it as a gift for my DM since he owns all the other books do that our campaign would have access to the changes in it. I can access the book it's listed under my sources and I can see the items and their details in the magics items list but the templates don't show up. Also I don't know what you mean by signature. I clicked on your name and that didn't show me anything useful just your profile.

Ah, I see. Unfortunately, since you do not own the book, you will not be able to use the stuff in the book as templates for homebrew. The only workaround I can think of is to just have your DM make the changes that you wish to make. Alternatively, you can have your DM screenshot the homebrew editing UI so you can then manually copy it using the homebrew tools.
If you are on mobile, I believe you will have to turn the phone sideways to see people's signature. Anyways, here is the link to your account's marketplace page for future reference.
