Cant add some items to players in my campaign even though i have ALL content sharing on

My players cannot add a Ruinblade to their characters even though I have content sharing enabled for all sources and I have purchased all the sources.

Any help would be greatly appreciated.

Do they have Noncore content on in the character editor?
