so, I’m able to add 2 level 2 spells, but when I level up to L5 and have access to L3 spells, as I understand it, I should have access to another spell for free but the option is unavailable?
Correct, this has been bugged since launch since Hasbro's priorities exclude the user experience. Ignore the dropdowns entirely and just add an extra learned spell of your school just like any other learned spell. If you need to track which you took, use the Notes section of your sheet.
