I made a homebrew magic item for a party member, but, they can't seem to find it / add it to their character. We are both in the same campaign, so, they should be able to add it?
Neither of us are the DM for the campaign, is this the issue?
Can you verify to make sure that your party member has the Homebrew toggle on the character builder enabled? Here's what it would look like:
