Looks like the list in the Spell Sniper feat only seems to take into account the cantrips from the PHB / OGL. Specifically, "Toll the Dead" is missing from the list, even though it's in the owned content I've got from the marketplace.
Toll the dead doesn't require an attack roll so isn't eligible for spell sniper.
Damn, completely missed that part of the description. Cleared that one up then! I'll inform my player of the bad news :\
