I agree this is very irritating. I feel like I never used to have to do this to get the free books either. On the bright side, I just made up a credit card, and it let me use the fake card info to get the free book.
This issue is still ongoing - asking for credit card payment when there is a zero cost.
This is breaking PCI-DSS standards. i.e. the rules that govern processing of credit cards. In particular asking for credit card information when you are not going to be processing it.
Would you be able to provide an appropriate PCI-DSS statement regarding this?
Not sure what you might need, this was months back and I have not tried to get any "free" content since, because apparently "free" is going to cost me my private banking information, but I am happy to share my experiences and the complete and utter lack of interest/response my complaint generated with the might forces of Hasbro.
Why do you need my address and my credit card for a digital purchase of 0.00? I can’t claim my “free” item.

It didn’t do this in the past. I had, up till the OGL fiasco been a loyal subscriber, but this is pretty scummy.
