The Combat Tracker is in Alpha still, which requires a subscription, if that's not the problem then the first step is to disable any extensions and see if it was one of them interfering.

Thanks! That clarifies my question, but would I need Master's Tier in order to use the Combat Tracker? Or would I be able to use the Combat Tracker with Hero Tier?
Word to the wise, if you do plan to get Master Tier at some point in order to share content with campaigns, you may be better off subbing Master instead of Hero now, since it can be a large pain to change your subscription type.

I am unable to run my encounters because there is no button for it. Is this a common problem? If so, is there a way to fix this? Thanks.

The Hero Tier works, the benefit of Master Tier over Hero Tier is that you can share unlocked content in a campaign.
