I have a L3 Circle of Stars druid that I just created. When I look under Actions, I see only one Starry Form (Archer). Am I not supposed to see Chalice and Dragon at this level?
If you mean under Actions this is correct, as it's the only form that has an action. The other two are properly listed under the Features & Traits tab.
