It's not just class agnostic - it's a pick-and-mix choose your own subclass - when your class gets a new subclass feature, you can pick one of the available features that you qualify for (you may be eligible for more than one feature at once).
Uhh... no, it is not. "When you choose a subclass for your character, you can instead choose one of these subclass options, so long as the subclass is compatible with your character's class. You can choose this subclass only once, even if you multiclass into another class that is also compatible with the subclass." It is explicitly a subclass. You are a Lorehold Bard, a Witherbloom Druid, a Quandrix Wizard.
and in fact, later on...
"When your character would normally gain a new subclass feature (as noted in your character's class table), you gain a feature from this subclass instead." as in, you do not choose a different subclass AND this one. It's "I am Lorehold Bard, I gain Lorehold subclass features."

When you would gain a subclass feature for your class, you can choose from the available subclass features available at that level of the subclass. Some of the new subclasses have multiple subclass features available at the same level, but you can only pick one.
From the UA:
When you reach certain levels, you might be eligible to choose from among multiple features in the subclass. When you reach such a point, you select one of these features for your character to gain. Unless otherwise specified, you can gain no more than one subclass feature at a time.
The new Subclasses, for the Sorcerer, Wizard, Druid, Warlock, and Bard, do not show up on the class description list. Can you look into that?

D&D Beyond will always announce when new UA content is available via these forums and Twitter.
