Might sound like a silly question, but: Were these tooltips added manually through HTML, or did you use the tooltip tags for these?

... etc.
In the case that these were created using the tooltip tags, are you able to save the monster if you remove them? I.e.: Try removing all tooltips, saving the monster, and seeing if the error persists. If not, does adding them back in with tooltip tags bring the error back?
Ah! Perfect. I had thought I fixed those (I'd copied and pasted from elsewhere - but thought I cleared those). So when I looked at the code, I assumed the code would show it as html.

That did it.
EDIT: I think I see what may have happened. So all of those hyper links - when I highlight them and select "Remove Link" - it didn't actually remove it. I have select more than just the word. For example, I highlighted "dancing lights" and hit remove link - and noticed, when I look it's still purple and clickable. I need to, for example select "dancing lights," (the comma) - and then hit remove link - and then it turns to plain text.
So I created a homebrew monster - getting the error of External Links.
It does have tool tips for spells and conditions - but all of those, if you hover - are just showing the pop up window.

The issue is that none of your links to conditions or spells are tooltips, they're hyperlinks
The site disallows publishing homebrew with hyperlinks of any kind because they can be used for malicious purposes
What you should do is use tooltip syntax (use of which is detailed here)
