Homebrew Spells not showing Attack or Scaling

When added to a character sheet, it does not show the spell attack option. The scaling is also not working.

If I create a homebrew based off of Firebolt, everything works. This one is created from scratch and I basically replicated Firebolt.

Let me know if additional information is needed.
