I was watching the dev uptdate for July 11, 2021 and realized that I cannot move my side bar off to the side of the screen like they were saying. I have tried on diffrent characters and do not have that on any of them.
The overlay/fixed options are only available on high enough screen resolutions. If you have a smaller monitor, you can eventually get this feature to work by zooming out enough in the browser you're using.

No buttons above the sidebar at all?
I have the ones for either side (left or right) but I do not have the ones to push it out from in front of the sheet.
