What it says in the title. I have a player who's building a bard PC, and dissonant whispers isn't showing up in her "add spells" list. It's a 1st-level bard spell; no reason why it shouldn't be there.
Dissonant Whispers is from the PHB, so they'd need to own the sourcebook and/or the spell, or else have the content shared with them via a campaign. If they are in a campaign with content sharing, they need to join the campaign with the character in order to have access to the materials in the character builder.
