The Dragon Wings feature granted by the Draconic Bloodline Sorcerer grants a fly speed equal to walk speed. Unfortunately, this prevents fly speed overrides on the character sheet from changing fly speed to any value that isn't equal to the walk speed.
Confirmed. I tested this with every sorcerous origin that grants flying and draconic bloodline was the only one that had this bug. I also tested flying races, they allowed speed overrides.
Alarmingly, an aaracokra draconic sorcerer has its racial fly speed halved at 14th level. Definitely not supposed to do that.
