My DM has a Master tier subscription and has shared content from Lost Mine of Phandelver. Until recently he didn't have the content shared because he didn't want us to read the adventure, which meant that when I went to the page for the spider staff I got a page asking me to purchase the adventure. He has since enabled content sharing so that he can give out the custom items in the campaign and now I can see the item's page.
However, I'm still unable to add that item to my character's inventory. The character is in that DM's campaign, and given that I couldn't see the item before content sharing was turned on it seems unlikely that the DM incorrectly enabled correctly enabled content sharing. Perhaps there's a sync issue?
Try "refreshing" your character by bumping them up 1 level and then back down, that should ensure that the character sheet/builder reloads all data (including what items you have access to.)
Edit: As a note to your DM, they can leave Content Sharing on, but specifically toggle OFF content just for Phandelver; this will still allow players to access magic items and such for their character sheet, but prevent them from reading the compendium (which has the details of the adventures in the module.)
I changed the character's level like you recommended @naruhoodie but no change.

Very strange. So you can see the Spider Staff's page, but still not add it from Manage Inventory on your character sheet?
I'm not sure how this could be happening, unless you also have another character in a different campaign where content sharing is turned on and someone in the group owns Phandelver (so that you can see the content), but the Content Sharing on this campaign still isn't sync'd right. Maybe try one more time to refresh the character sheet page, and if you still can't add the Staff, have your DM turn Content Sharing off then back on.
Edit: Some of the commenters on the Staff's page who couldn't add it to their characters may have been in a similar situation, where the content was shared with them, but they were trying to create a character outside of that campaign and so couldn't add the Staff.
I do have content being shared with me from another campaign, but we verified that I couldn't see the item before this DM turned on content sharing so it isn't that.
I'll ask him to turn content sharing on and off again to see what happens. Are there any other ways to escalate the investigation if that doesn't work?
