You're trying to multiclass out of Paladin into another class and in order to do that you must meet the Paladins strength requirement of 13. Multiclassing requirements go both ways, so you'll need to meet the multiclass requirements of both the class you already are and the one you're trying to multiclass into. That's why each one says:
Starting class does not meet multiclass prerequisites: STR 13 (9)
That message is telling you your character currently has too low a strength (9 when the minimum is 13) to multiclass from Paladin.
To qualify for a new class, you must meet the ability score prerequisites for both your current class and your new one, as shown in the Multiclassing Prerequisites table. For example, a barbarian who decides to multiclass into the druid class must have both Strength and Wisdom scores of 13 or higher. Without the full training that a beginning character receives, you must be a quick study in your new class, having a natural aptitude that is reflected by higher-than-average ability scores.
I experience a bug trying to multiclass where every subclass requires 13STR instead of the individual requirements.

This is mentioned in the basic rules
