I've created an Order of the Lycan blood hunter and at Level 18 the Blood Curse of the Howl should become available, it however does not appear in the options list.
Is this an oversight or is something bugged?
Prerequisite: 18th level, Order of the Lycan
Can you provide a link to your character sheet (the direct URL, not the sharing link) for a member of the team to look at?

Hey there! The trait says Hybrid Transformation Mastery trait says the following:
You also gain the Blood Curse of the Howl for your Blood Maledict feature. This does not count against your number of blood curses known.
You automatically gain it and don't need to pick it from the list of Blood Curses - it's automatically added to the character sheet for you.
