I have an issue that I am playing a Paladin so I have spell casting and the the Orzhov Representative background spells show up on my spell list, but they say "Learn" and it's greyed out so I can't select it.
You don't get the spells for free, they are available to select from for your spellcaster class. So you'd need to unlearn a cantrip to learn a cantrip, etc.
