This is a known issue that they're working on. You have multiple items in your inventory granting you the Fireball spell (the Staff of Fire and the Necklace of Fireballs) but the system cannot handle it and will only show one instance. For now you have to track them manually, or remove any conflicting items.

As the title says, the Staff of Fire is no longer adding the Fireball spell to a character's spell list.
