Encumbrance not working on character sheets!

I have checked that all the characters have encumbrance selected in creation and yet there is a dwarf with STR. 13 with 68lbs and says unencumb... fix this! I can add in his backpack, an iron pot, multiple swords, etc, and still not encumbered.
