I chose to turn on sharing content in my campain Miria yet (at least one of) my player(s) cannot see my Players Guide or Xanathar's Guide to Everything. I've looked up the specifics and know that they should be able to see it.
I've seen a couple people post this problem - make sure you've got the 'enable content sharing' box checked in your campaign (I'm assuming you've done this because you said you did, but it never hurts to double check :P).
You and your player should clear your cache just to make sure there are no lingering cookies interfering.
Lastly, the player might need to leave the campaign and re-join using the invite link. It's not common, but I've heard of others having to do it.
If none of these work, one of the mods should be able to help you further.

After clearing his cookies one of my players was able to see the players handbook but not see character options.
We tried logging out and back in, and it just always logs you back in without a chance to stay logged out...
There is always an "enable content sharing" button. Content is not shared by default. Once someone with a master tier subscription has enabled content sharing for a campaign, anyone in that campaign can access anyone else's content, as well as use it in the character builder (but only for characters in that campaign).

As it turns out it seems that there must have been an update that we were caught in this morning as I went back into my campaign edit page and not only was I not shared but the check box had turned into a button... so I'm suspicius. After turning on share (again) my player started working.

The limitations are:
You can enable content sharing on up to 3 campaigns.
Note that campaigns are limited to a maximum of 12 players.

Okay so after you said that I thought back and my other campaign that I own does have that button...
Turns out you are only allowed to have three campaigns sharing and it doesn't say that anywhere on the campaign page or the my campaigns page.
Also super lame since I am only sharing with like 5 people, we just have a lot of campaigns...
It does sound like the site could perhaps use better visibility of the constraints of content sharing within campaigns.
This is mentioned on the subscription page in the marketplace, but I agree that better ongoing visibility might be a good plan.
