"Override AC" and "Override Base Armor + DEX" do the exact same thing.
"Override Base Armor + DEX" is not adding my DEX modifier like it's supposed to.
Right now my DEX is +3, so my AC is 13 because base armor is 10. If I type 13 into the "Override Base Armor + DEX" to override the base armor of 10 with 13 it does not change my AC to 16 like it is supposed to, it stays as only 13.
Override Base Armor + Dex means it overrides both the base armor and the Dex. Unlike Override AC, however, it still allows for other bonuses (from class features or feats or whatnot).
Try adding something like the Defense feat and comparing the two again.

Why? That makes absolutely no sense. "Override AC" should override everything, including bonuses from feats and such. "Override Base Armor + Dex" should only do what it says it overrides, which is the "Base Armor + Dex" calculation, so in effect it should only change your base armor stat. They should change the name of that override setting then, and add one that only changes your base armor. With how common it is for spellcasters to use the Mage Armor spell there should be a way to quickly set your AC accordingly when casting it.
