Not sure if this is your issue, but if you level your character with the spells tab open higher level spells won't appear until you close the tab and reopen it.

Cant add 2nd level and subsequent level spells to character sheets. Very frustrating, when you pay for a subscription...
Which class and level is the character in question, and is there any multiclassing involved?
