I tried to make a Warlock Level 5 directly from Creation, and noticed 2.5 issues in Eldritch Invocation UI. The DropDownLists say you have a "Level 2 Option", "Level 2 Option" and "Level 5 Option". Giving me a sub-selection of invocations to avoid building something invalid.
1. That is incorrect. On Level 5 I have two "Level 5 Options":
I get one new Invocation (my 3rd) on level 5.
And I get to exchange a Level 2 Invocation on Level 5, as I can swap once per level - including into ones I just unlocked.
On level 6 it is 5/5/5 (because I get to replace Nr. 3).
2. However that is not a issue, because there is no sub-selection anyway!
I can get "Cloak of Flies" and "Eldritch Smite" for my "Level 2" options. And "Thirsting Blade" for my "level 5" one.
All 3 are level 5 Options, without a question. So the subs selection is not even working.
3. The 2.5 is not a relevant one, just a "nice to have".
You could differentiate between "Level 2 Options" and "Level 2 + Pact Boon Option". As I get the Boon on Level 3, I can only have one Invocation with said boon on that Level.
As I said, not really relevant compared to everything else. And I do not think it comes up again later (but it might be, if they ever add Invocation Stacks).
This is all intended behavior within the limitations of technology. "Level 2 option" means that option is unlocked at level 2, if you replace that option at higher levels, the higher level options will naturally be available.
Basically, the Character builder is as fool proof as it can be, it is up to the player to know at least some of the rules...

Well, that is entirely pointless information then. But I guess I have to make that a feature request then.
