You’d need to own either Eberron: Rising From the Last War or Tasha’s Cauldron of Everything, or you’d need to have that character assigned to a campaign where either of those books are shared with you.
You’ll also need Expanded Rules enabled for that character.
Playtest content from the Unearthed Arcana series is not supported in the character builder.

How can I choose Artificer it is not available in either the 2014 or 2025 class selection. I have the PH playtest and the old artificers guide.
