Advantage/disadvantage won't add the +5/-5 to passive because it is highly subject to change. Even if you have something to provide "always advantage" or something to your perception, it can still easily change by circumstance. Having the bonus/penalty always on the sheet may result in overreliance and being factored when it shouldn't.
A DM should always check the Advantage or Disadvantage status to apply to the check, factor circumstances and decide if the bonus/penalty applies. A static bonus/penalty on a sheet for this should not be considered unless it is something that applies in all circumstances (like the +5 from Observant feat).
So, that's why adv/dis won't apply to the passive score on sheet, and it's a good thing.

But DDB does add +5 to Passive Investigation here, since it was for Pallid Elves, who get Advantage on all Investigation and Insight checks. The problem is that DDB only does that for Passive Investigation & Perception, because the functionality for adding +5 to passives was created for the Observant feat, which didn't include Passive Insight.
