I have this same problem. I created this character a few years ago. It's level 11 now and I did not even know that I was meant to have a second breath weapon. My dragonborn's race is silver and it has had a cold breath weapon for a long time, but I noticed when reading over the Handbook that there is meant to be either for a metallic dragonborn after level 5:
Enervating Breath. Each creature in the cone must succeed on a Constitution saving throw or become incapacitated until the start of your next turn.
Repulsion Breath. Each creature in the cone must succeed on a Strength saving throw or be pushed 20 feet away from you and be knocked prone.
If you created the character a few years ago, you wouldn't have had access to the Metallic Dragonborn from Fizban's. The PHB silver Dragonborn doesn't get an extra breath weapon.

The Metallic Breath Weapon doesn't show up on the actions list at all, not even as a special action nor does it have any kind of resetting feature.
