In a campaign with shared access to TCE

Multiclass Sorc1/Bard 3

'Command' is not showing up as a possible spell to learn under Bard. Optional Class features are turned on.

Any help is appreciated

I found the issue - I'm stupid

in case anyone else has the same problem in character management under "2.Class" you need to enable the optional features for additional spells
