Since we can't add feats directly, I wanted to make a ring that granted a feat, but it's not working either. The "Choose a feat" option would be ideal, but I get that that's more geared towards custom races. I can't grant a specific feat either though. Am I missing something?
I'm experiencing a similar problem. I think mine might be caused by the fact that I don't own the digital content that contains the feat. I mean sure, I own a copy of the PHB, a physical copy, but I haven't outright purchased it here. So since I don't own it and there isn't a body that is sharing it with me, I can't use it.

You can add a feat to your character when you choose a variant human or when you choose to take one at an ability score improvement. I fail to see how that isn't "directly" adding one to your character.

Your situation isn't a bug, but can be simply fixed by homebrewing your own feats to match the ones from the books. I believe a part of the reason that the homebrew system was devised in the first place was to allow people to create and use the content they already own in a physical format. In fact, once the homebrew sublcass system is in place, you will be able to homebrew everything you need to play, without having to pay a dime for the digital content.
I just want to grant a player a feat outside of the normal ways of getting them. That's why I'm trying to use an item. I own all the content, and the player I'm testing with is also owned by me. I've tried with many feats, including something like Grappler, which is available to all. No dice.
Oh, I misunderstood your question. I tried doing the same thing as you, and also found that it does not allow the person who uses the item to get a feat or choose one. Perhaps this is a function that is still being developed, so we may not see it until later. Or it could be a permissions issue. I'm not entirely sure why they would add the Modifier Type to the magic item creator if it doesn't even do anything.

You were spot on. I just had to create the feat in order to add it to the item and therefore to my character. The problem is now resolved for me. Good luck to the others!
If you have to create a feat to replicate already purchased digital content, as in my case, it's 100% a bug. I will try the workaround after work tonight.
From what I have seen you cannot add a Homebrew feat to an object. They don't show up. I was going to give a feat as a reward for all through an item but that iabis possible.
Circling back on this since it popped up again on one of my items recently, it appears the mechanism is in place to allow an item to grant a feat, but either I have it configured incorrectly or is not working correctly. I have the item set to grant the feat in question and then I even tried setting the modifier to 1, but it does not seem to make a difference when i equip the item in question.
Is this a feature that is up and running currently?
Another bump. This functionality has still not been implemented. I found that if you just type in the description of the item that it grants a Feat, when it is obtained by a player, go to the Feats section and enable that Feat for them. A roundabout fix, but it works.
Another bump. Made an item today that confers a bunch of benefits, based on a secret society our party has joined and is progressing through the ranks of. One of the level benefits is a feat, so tried adding it via the item I'm using for the rest of the benefits (with and without the "Modifier" value set to 1), but no dice.

I am also having this issue. No feat seems to work, and if the "Choose a Feat" is selected, the player does not have the ability to choose the feat.
This is definitely some form of bug with the incorporation of the Feat modifier in the API.
Good to know it's not just me doing things wrong. I was experiencing exactly this same issue this morning while trying to assign a feat to an item.

This is still not working. I created an item today that should grant the Lucky feat, and it does not.
