First time posting here, somewhat new to DMing. The question is in the title - I'm wanting to make a time traveling pocket watch, and I found a homebrew item that had a few mechanics that I liked. I created the item using a couple of the mechanics as well as adding a few of my own as a private item, but I would like to publish it for others to use.
Is it against ToS or any other rules/policies to do so? Or should I not do so out of principle?

It's impossible to say without knowing how much of the mechanics you used or how much you copied them. So I would say if in doubt, don't publish it
