System does not support selecting learned spells for Spell Mastery that have been "added" to the Wizard class list. Example: Level 18 Wizard Halfling (Mark of Healing) is able to "learn" Healing Word, and it shows up on the character sheet as a "Wizard" spell. However, in the character editing, under level 18 Wizard feature "Spell Mastery", Healing Word is not an option, even when on the "learned" list and "prepared" in the spellbook. Since "Spells of the Mark" are "added to class spell list", they should be allowable options for "Spell Mastery", unless there is some errata or Sage Advice I missed.
Relevant text from ERLW races: "Spells of the Mark. If you have the Spellcasting or the Pact Magic class feature, the spells on the Mark of _____fill in blank depending on Mark/race_____ Spells table are added to the spell list of your spellcasting class."
Relevant text from Wizard class: At 18th level, you have achieved such mastery over certain spells that you can cast them at will. Choose a 1st-level wizard spell and a 2nd-level wizard spell that are in your spellbook. You can cast those spells at their lowest level without expending a spell slot when you have them prepared. If you want to cast either spell at a higher level, you must expend a spell slot as normal.
Yes, they would be allowed RAW. It's a current limitation of DDB that the dropdown box for Spell Mastery only has spells specifically on the Wizard spell list to choose from.
